In the coming week, several partial road closures will take place in downtown Minneapolis, as described below. This week, preliminary work began in Elk River and construction continued at the commuter rail stations in Big Lake, Anoka, Coon Rapids and Minneapolis. Crews continue work on the Vehicle Maintenance Facility (VMF) in Big Lake and the Light Rail Transit (LRT) connection in Minneapolis. On Monday, June 2, the Northstar Commuter Rail Project will begin storm sewer utility work on 4th Avenue North in Anoka. This work involves jacking under the BNSF Railway train tracks that cross 4th Avenue and installing large storm sewer pipes beneath the tracks.

The Northstar Commuter Rail Project is scheduled to begin a new phase of road, sidewalk and light rail construction the week of Monday, May 12. This phase of construction will primarily take place on 5th Street North between 1st and 3rd Avenues North and involve street and sidewalk removal and reconstruction as well as the installation of light rail track segments. This work is part of the Northstar Project’s LRT Connection, a four-block extension of the Hiawatha Light Rail Line that will meet up with the Northstar commuter rail line outside of the future Twins Ballpark.

This week, work continues on the Light Rail Transit (LRT) Connection in downtown Minneapolis, the Vehicle Maintenance Facility (VMF) in Big Lake, and commuter rail stations in Big Lake, Anoka and Coon Rapids. Details on upcoming construction activities are included below.
DOWNTOWN MINNEAPOLIS – LRT CONNECTION
- Construction crews will be pouring medians and curbs on the south half of the 5th Street North bridge over the BNSF train tracks. The south half of the bridge is being prepared for exclusive use by the Hiawatha LRT line.
- Electrical work beneath the 5th Street North bridge over the BNSF tracks will conclude this week.
- Crews will be doing rebar work on the deck of the south half of the 5th Street North bridge over I-394.
- Soil correction work at the site of the downtown commuter rail station continues.
- Pedestrian access to the southwest sidewalk corner at 5th Avenue North and 2nd Avenue North will be closed later this week. Crews will be setting up traffic control for the future removal and reconstruction of the sidewalk.
CITY OF COON RAPIDS – NORTHSTAR STATION (RIVERDALE PARK-AND-RIDE)
- Construction of a temporary parking surface immediately to the north of the Riverdale park-and-ride is scheduled to begin later this week. This additional on-site parking will help mitigate the loss of parking from construction staging and activities.
- Survey work is scheduled to begin in early May on the southwest side of the BNSF train tracks. This work is being done to prepare for construction of a maintenance access road between 119th Avenue and the area across from the Riverdale park-and-ride lot. All access road work will take place within BNSF right-of-way.
CITY OF ANOKA – NORTHSTAR STATION (JOHNSON STREET AND 4TH AVENUE)
- Site preparation and clearing and grubbing work began last week.
- Trucks will be hauling materials across 4th Avenue toward the site of the future Northstar commuter rail station. There are no anticipated significant traffic impacts related to this work, but motorists should be watchful for trucks and heavy equipment in the area.
- Crews may begin construction activities on the west end of 5th Avenue as early as this week. However, access to 5th Avenue buildings will be maintained throughout
construction.
CITY OF BIG LAKE – NORTHSTAR STATION (HWY 10 AND COUNTY RD 43) AND VMF
- Temporary fencing has been installed at the Big Lake commuter rail station site. Work on the platform and parking area will continue this week.
- Interior piping and ductwork installation will continue in the VMF.

This week, Northstar is continuing construction of the Light Rail Transit (LRT) Connection in downtown Minneapolis and the Vehicle Maintenance Facility in Big Lake. Details on upcoming construction activities are included below.
Downtown Minneapolis – Light Rail Transit (LRT) Connection
Construction crews will begin setting beams on the 5th Street North bridge over I-394 on Saturday, February 23. The current schedule and anticipated traffic impacts are as follows:
- Saturday, February 23: 7am-4pm
Traffic Impacts: 4th Street exit and Washington Avenue exit on eastbound I-394 will be closed. Drivers will be directed to use the 6th Street exit. There will also be a left lane closure on 3rd Avenue North just north of 5th Street North for truck staging. No street parking will be allowed in that area of 3rd Avenue North.
- Monday, February 25: 10am-3pm
Traffic Impacts: Westbound I-394 traffic entering from 3rd Street and Washington Avenue may be stopped for several 10-15 minute intervals between 10am-3pm while crews are setting girders. Drivers should expect delays. There will be a left lane closure on 3rd Avenue North just north of 5th Street North for truck staging. No street parking will be allowed in that area of 3rd Avenue North. In addition, traffic at 5th Street North and 3rd Avenue North may be stopped periodically to allow trucks to deliver beams.
- Tuesday, February 26 (and Wednesday, February 27, if needed): 9am-3pm
Traffic Impacts: There will be a left lane closure on 3rd Avenue North just north of 5th Street North for truck staging. In addition, traffic at 5th Street North and 3rd Avenue North may be stopped periodically to allow crews to set beams.
City of Big Lake – Vehicle Maintenance Facility
- There are no anticipated traffic impacts related to VMF construction in the coming week.
- Roofing of the VMF will resume and is expected to be completed within a couple of weeks.
- Mechanical and electrical work continues in the VMF and train wash building.
- Masonry work is starting in the Vehicle Maintenance Facility and office area.

- Reconstruction of the south half of the 5th Street North bridge over I-394 continues. One lane of eastbound traffic will be maintained on the north side of the bridge during demolition and construction.
- Construction crews are scheduled to begin setting beams on the 5th Street North bridge over I-394 on Saturday, February 23rd. Work will continue into the week of Monday, February 25th. During this time, there will be periodic lane closures on I-394 as well as inbound and outbound ramp closures. Specific dates and times of closures will be included in next week's Northstar Constructino Update.
- Electrical conduit continues to be installed beneath the 5th Street North bridge over the BNSF train tracks.

- There are no anticipated traffic impacts related to VMF construction in the coming week.
- The floor of the VMF office area has been poured and work has begun on the mezzanine walls.

The contract for Northstar Commuter Rail station construction has been awarded to Knutson Construction Services, Inc. Knutson Construction is a locally based company with headquarters in Minneapolis. They will be constructing commuter rail stations in Big Lake, Elk River, Anoka and Coon Rapids. Construction is expected to start this Spring. Details on station construction and related events – including open houses and groundbreaking ceremonies – will be included in future construction updates.

- There will be lane restrictions, as needed, on inbound and outbound I-394 during bridge demolition and reconstruction. All lane restrictions will take place on weekends and at non-peak hours on weekdays.
- Inbound (eastbound) lane restrictions may be in place weekdays between 10:00 AM – 4:00 PM and 8:00 PM – 6:00 AM.

This week, Northstar is continuing construction of the Light Rail Transit (LRT) Connection in downtown Minneapolis and the Vehicle Maintenance Facility in Big Lake. Details on upcoming construction activities are included below.
Downtown Minneapolis – Light Rail Transit (LRT) Connection
- Demolition of the south half of the 5th Street North bridge over I-394 continues. The entire south half of the bridge deck has been removed. One lane of eastbound traffic will be maintained on the north side of the bridge during demolition and reconstruction.
- There will be lane restrictions, as needed, on inbound and outbound I-394 during bridge demolition and reconstruction. All lane restrictions will take place on weekends and at non-peak hours on weekdays.
- Inbound (eastbound) lane restrictions may be in place weekdays between 10:00 AM – 4:00 PM and 8:00 PM – 6:00 AM.
- Outbound (westbound) lane restrictions may be in place weekdays between 9:00 AM – 2:00 PM and 7:00 PM – 7:00 AM.
- Full closures of I-394 in the area of the bridge may occasionally be necessary. Full closures may occur on weekdays between midnight and 5:30 AM. Weekend full closures may take place between midnight and 9:00 AM.
- Reconstruction of the south half of the 5th Street North bridge over the BNSF railroad continues. The second of three bridge pours is scheduled to take place this week. The final bridge pour is scheduled for the middle of next week.
- Crews will continue work on a retaining wall at the far west end of the construction site.
- Excavation, backfill and truck hauling at the west end of the construction site – in the area of 5th Street North and 6th Avenue North – will take place beginning Monday, November 26th and continue all week.
City of Big Lake – Vehicle Maintenance Facility
- Roof decking has begun on the VMF building.
- Precast exterior wall panels have been installed on the north and west sides of the VMF building.
- Construction crews are completing installation of masonry wall in the train wash building.

The Northstar Project’s request for a Full Funding Grant Agreement (FFGA) was approved last week by the Federal Transit Administration, Office of the Secretary of Transportation and Office of Management and Budget. This is a critical step toward obtaining federal funding for Northstar, which accounts for nearly half of the Project’s cost. Following a 60-day congressional review period, the FFGA can officially be granted and Northstar will have secured the full federal funding commitment needed to complete the Project and begin Northstar Commuter Rail service in late 2009.

Currently, the Northstar Project is constructing the Light Rail Transit (LRT) Connection in downtown Minneapolis and a vehicle maintenance facility in Big Lake. In addition, BNSF Railway is constructing track, signal, and train control improvements along the Northstar Corridor. The following is a summary of upcoming construction activities for the week of September 17.
Downtown Minneapolis – Light Rail Transit (LRT) Connection
- Reconstruction of the south half of the 5th Street North bridge over the BNSF railroad will
continue.
- The Hennepin County Environmental Services Building parking lot entrance at 5th Street
North and 5th Avenue North will be closed beginning this weekend. Drivers should use the newly constructed access road.
- Crews will begin constructing a retaining wall west of the 5th Street North bridge. This
work will take place within the existing excavation adjacent to the Environmental Services Building.
- NOTE: Construction crews plan on commencing demolition of the south half of the 5th
Street North bridge over I-394 on Monday, October 1. More information will be included in future weekly construction updates.
City of Big Lake – Vehicle Maintenance Facility
- Construction crews will continue pouring concrete for piers and footings for the vehicle
maintenance facility as well as the train wash building; installing water main around the facility; and installing storm sewer along roadways.
- There are no anticipated traffic impacts from this work.
City of Elk River – Burlington Northern Santa Fe (BNSF) Railway Track Work
- Elk River Road Closure – Beginning Monday, September 17th, 171st Avenue at the BNSF
railroad crossing will be closed. This closure will be in effect while BNSF conducts track improvement work to prepare for Northstar Commuter Rail service. The closure is expected to last approximately one week.
- Park-and-Ride Detour – During BNSF’s track work, the Elk River park-and-ride will
remain open. However, the lot will not be accessible from the west. Drivers should use the following detour: From Highway 10 or Highway 169, turn on Main Street and proceed east to Twin Lakes, turn right and proceed south to 171st Avenue. Detour signs will be posted.
Downtown Minneapolis – Light Rail Transit (LRT) Connection
- Reconstruction of the south half of the 5th Street North bridge over the BNSF railroad will
continue. Construction crews will continue to form, reinforce, and pour concrete for columns, walls, and pilecaps.
- Crews will be laying asphalt early this week on the new access driveway for the
Hennepin County Environmental Services Building (417 5th Street North).
- 5th Street North lane closure – One lane between the Hennepin Energy Recovery Center
(HERC) driveway and 6th Avenue North will be closed beginning Monday, September 10th. This lane closure will not impact any turn movements.
City of Big Lake – Vehicle Maintenance Facility
- Throughout the week of September 10, crews will continue grading work, installing a
water main, and pouring footings for the vehicle maintenance facility
- There are no anticipated traffic impacts resulting from this work.

Last week, the Northstar Corridor Rail Project began construction of the Light Rail Transit (LRT) Connection in downtown Minneapolis. - Laying additional ballasted track for storage of Northstar commuter trains
- Laying ballasted track for storage of Hiawatha LRT trains west of the intermodal station adjacent to the Hennepin County Environmental Services building site

Effective immediately, 5th Street North (between 2nd Avenue North and 3rd Avenue North) is closed to westbound traffic. Eastbound traffic on 5th Street North will not be affected. This traffic restriction is in place while a City of Minneapolis sewer crew constructs a manhole in the intersection. The expected duration of this closure is 2-3 weeks, weather permitting. This work is part of the Northstar project's light-rail transit (LRT) connection, a 4-block extension of the Hiawatha line to meet with the Northstar line.

The Northstar Corridor Rail Project’s utility relocation work is in its final phase in downtown Minneapolis along 5th Street North between 1st Avenue North and 6th Avenue North. This work is the first step of the Northstar project’s light-rail transit (LRT) connection, a 4-block extension of the Hiawatha line to meet with the Northstar line. All remaining utility relocation work is still scheduled to be completed by March 1, 2007.
Beginning Monday, January 8:
• There will be traffic restrictions on 5th Street North between 2nd Avenue North and 5th Avenue North. However, a minimum of one lane of traffic in each direction will be maintained at all times.
Beginning Friday, January 12:
• Through traffic on 5th Street North – between 1st Avenue North and 2nd Avenue North – is scheduled to be open (with intermittent lane closures).
• Additional lanes of traffic on 1st Avenue North (at 5th Street) are scheduled to be open.

This work is the first phase of the Northstar project’s light-rail transit (LRT) connection, a 4-block extension of the Hiawatha line to meet with the Northstar line. The utility relocation work will continue through March 2007 with the majority of the work scheduled to be completed by December 2006.
Beginning Monday, October 23 and continuing for at least six weeks:
- Access to 5th Street North from 1st Avenue North in downtown Minneapolis will be temporarily closed. During this time, 5th Street North (between 1st and 2nd Avenues) will have two-way traffic, allowing drivers to enter and exit 5th Street North from 2nd Avenue North only.
- 1st Avenue North will be reduced to two southbound driving lanes at the intersection of 1st Avenue North and 5th Street North.
- 2nd Avenue North (between 6th Street North and 4th Street North) will be reduced to one northbound driving lane. Parking lanes along this stretch will be closed.
- Parking structures on 5th Street North will remain open and accessible.

The Northstar Corridor Rail Project’s utility relocation work continues next week in downtown Minneapolis along 5th Street North between 1st Avenue North and 6th Avenue North. This work is the first phase of the Northstar project’s light-rail transit (LRT) connection, a 4-block extension of the Hiawatha line to meet with the Northstar line. The utility relocation work will continue through March 2007 with the majority of the work scheduled to be completed by December 2006.
